SRDThe Broadcasting Council of Republic of Macedonia (BC) is an independent regulatory, nonprofit body with public authorities in the broadcasting sector.  During the implementation of its responsibilities, which are determined within the Broadcasting Law,  BC assures  freedom and pluralism of expression, existence of  different, independent  and  autonomous  media, economic and technological  development of the broadcasting activity and protection of citizens’ interests.

The Broadcasting Council of Republic of Macedonia (BC) is an independent regulatory, nonprofit body with public authorities in the broadcasting sector.  During the implementation of its responsibilities, which are determined within the Broadcasting Law,  BC assures  freedom and pluralism of expression, existence of  different, independent  and  autonomous  media, economic and technological  development of the broadcasting activity and protection of citizens’ interests.

According to the article 37 from Broadcasting Law The Broadcasting Council  (Official Gazette of RM No:100/2005) has the following duties and responsibilities:

 

1) Implements the Strategy for Development of Broadcasting Activities in Republic of Macedonia;


2) Brings decisions for allocation, revoking and  renewal of broadcasting licenses;


3) Coordinates its activities with the Agency for Electronic Communications in the development  of  the Plan for allocation and use of radiofrequencies in the part of broadcasting;


4) Monitors the broadcasters and their adherence to the provisions from the Broadcasting Law, the broadcasting licenses and to the acts of the Broadcasting Council, which refer to the program content;


5) Brings decisions and conclusions, adopts regulations, instructions, recommendations and other acts, determines positions and gives proposals for implementation of  the Broadcasting Law;


6) Informs the authority, which is responsible for protection of author’s and related rights in cases when it has doubts about possible violations of the author’s and related rights and posses appropriate evidences;


7) Reviews complaints from the citizens in regard to radio and television programming  and program services broadcast or re-broadcast through public communication networks and about the work of broadcasters and regularly informs the public about the undertaken measures;


8) Undertakes legal measures against broadcasters, which do not fulfill their obligations from the Broadcasting Law, the broadcasting license and the by-laws, adopted by the Broadcasting Council;


9) Gives an opinion and participates in preparation of  laws, regulations and other legal acts in the field of broadcasting as well as in conclusion of contracts on behalf of Republic of Macedonia in the broadcasting area and secures their implementation.


10) Approves list of events of a special interest for the audience of Republic of Macedonia and takes measures for protection of the right for access of the public to these events by preventing certain broadcaster not to allow significant part from the population to follow these events by purchasing exclusive rights;


11) Adopts acts for organization and systematization of positions and tasks of  Broadcasting Council’s administration;


12) Issues confirmations for registration of radio and television program services that are re-broadcast through public communications networks;


13) Adopts and implements measures determined in the Broadcasting Law, initiates misdemeanor and criminal charges and conducts other obligations, determined in the Broadcasting Law;


14) Conducts other obligations, foreseen in the Broadcasting Law.

 

In order to accomplish these tasks and obligations listed in paragraph 1 from this article, the state agencies, the agencies of the local self-government, the institutions, which are established by law and the broadcasters are obliged to make available to the Broadcasting Council all necessary documents, data and information upon its request.

On 18 April 2012 Zoran Trajchevski was elected President of the Broadcasting Council. He has been a BC member since August 2011 with a six-year term.

 

 

In March 2013 Mr. Trajcevski gained a PhD at Faculty of Economics and Engineering Management inNovi Sad, Serbia. The thesis is "Liberalization of the market of electronic communications and themanagement of the companies". He has a master degree in mechanical sciences and energy efficiency and his second master degree is in economic sciences.

He used to work as a director of the Agency of Electronic Communications and he is also an excellent knower of the media and electronic communications legislation.

Organization of the Professional Service of the Broadcasting Council PDF Print E-mail

The expert-administrative work is done by the Administration of the Broadcasting Council in accordance with the authorities and the obligations of the Broadcasting Law. On 29th of December 2006 the Broadcasting Council adopted an Act for Internal Organization and Systematization of the Work Positions and Tasks.
The work positions and their tasks in the Administration are given in the table below. The rights and the obligations of the employees are regulated by legal provisions, the Collective Agreement and the General Provisions of the Council.
